Chemical Procurement Checklist for GCC Manufacturing Plants

Phase 1 — Specification and Planning

  • ☐ Define the chemical specification: product name, CAS number, grade, purity, and physical form
  • ☐ Confirm the required quantity and frequency (one-off vs. recurring)
  • ☐ Check whether the chemical is on any UAE/KSA restricted or controlled substance list
  • ☐ Confirm acceptable packaging formats (drums, IBC, bags, ISO tank)
  • ☐ Determine storage requirements (temperature, segregation, ventilation)
  • ☐ Confirm whether SABER certification is required for Saudi Arabia imports

Phase 2 — Supplier Qualification

  • ☐ Verify supplier has a valid trade licence in UAE or Saudi Arabia

Phase 4 — Receiving and Inspection

  • ☐ Check shipment packaging integrity on arrival — reject visibly damaged drums or IBCs
  • ☐ Verify lot/batch number matches the COA provided
  • ☐ Check label: product name, CAS number, GHS pictograms, hazard statements
  • ☐ Verify net weight against packing list
  • ☐ Perform incoming QC testing against COA specifications (minimum: density, appearance, pH if applicable)
  • ☐ Record receipt in your chemical inventory register
  • ☐ Assign storage location per SDS Section 7 requirements

Phase 5 — Storage Compliance

  • ☐ Store chemicals per SDS Section 7 temperature and ventilation requirements
  • ☐ Segregate incompatible chemicals (oxidisers away from flammables, acids away from bases)
  • ☐ Ensure secondary containment (spill bunds) for liquid chemicals
  • ☐ Post SDS in storage area and at point of use
  • ☐ Maintain chemical register with FIFO (first in, first out) rotation
  • ☐ Check expiry/shelf life dates — most chemicals have 12-24 month shelf life
